And it shouldn't.
I think it would be a great addition.
Maybe not made by utopia it self but with an extension or greasemonkey script.
It would make people way more active knowing they are under attack.
or they could log in more also being more active to check

Activity should be the best prevention, shouldn't add things that make u productive while being less active. It'd be a game killer if ppl were less active due to notification.
If you have a smartphone that isn't blocked from Utopia, then nothing's stopping you from logging in once an hour to check on your prov anyway. If you don't want to be that active then that's your choice, but don't make something play the game for you. That's not cool.
I could do this, but then again, i could also code it so that i dont need to be at my pc to do a lot of stuff, like cast spells, do ops, it goes against the game code of conduct tho, its a form of automation...

It's not cheating, it's modern technology.
It's an RSS-feed from the news nothing more, nothing less.
Nothing is going to be automated to counter attack but just an alert from hey your province is under attack.
Its still cheating. Log in if you want to see if your being attacked

So you saying that people who are fortunate enought to own smart phones should get some kind of in-game advantage? Play like the rest of us. Log-in and check.
If you want something like that go code it yourself and have a chance at getting deleted.
This is the perfect example of the kind of things that could be a premium feature. Since, it clearly gives no advantage over active non-premium players, it can be a source of income without being pay2win.
