Maybe you should elaborate a bit on the purpose of the banner that is to be designed.
Is it (1) to replace the one on the frontage, (2) for a kingdom banner or for promotional purposes, or (3) one for the facebook page?
If (1) then it needs to copy the background from the current page, but it should also seamlessly fit on the other pages, once logged in there is no 200 pixels space, only about 110 pixels hight.
In case it's (2), then, unlike (1), it should have a border so it would fit anywhere.
And when you want to use it for (3) then it should be considered that facebook is very white.
I like this idea for a contest, if i find time and inspiration I'll create something.

Is it okay if the banner includes pornographic images? I find that pictures of naked men tend to cause drastic changes in ratings... hence a banner with a little nudity might be more likely to win.
Just say "yes" and I'll go away.
I wonder if this idea has been given enough thought. In what context must we see this contest? The idea was suggested on facebook (Utopia banner is old/how to attract new people). Will Utopia adjust its layout/style according a new (the winning?) banner?

Will utopia themed banners be used on the site and/or marketing of the game or is this a just for fun competition?
Many use copyright protected material making banners since it's just used for fun in the kingdom, but if it's to be used on the front page or marketing then I assume people shouldn't enter banners containing copyright protected material

It's a banner contest. The banner does not have to fit any particular style - it's personal preference. That personal preference does not include unsuitable material - eg pr0n, copyrighted material etc - I'm afraid.
It isn't intended that we use this contest to seek out a new graphical style for Uto or for inclusion in the promotional FB page BUT if a banner is particularly awesome it may sway our opinions on this. It would be foolhardy to state in advance that no banner will be awesome enough (one banner to rule them all) to help guide a future (emphasis on 'future') revamp.
That's not really something that little old Thunder can say with 100% certainty. We just want to see some banners.

Banner from our old KD, which , sadly, imploded several Ages ago, this was made by a KD mate no longer playing Utopia.
