humm if they did they would need to have a much smaller chance of getting it than an army since thievery is a lot less messy and there are usually less people involved so the chance of contamination would be quite a lot smaller, say 10x smaller? Might as well just leave it at 0 :P

would be funny... In war as an orc send to enemy provinces 1 thief for spreading the plague
