I was browsing through the utopia world today, and I found at least three kingdoms that had 0 provinces. What if in case that all provinces abandon a kingdom, and it gets to 0 provinces, it just ceases to exist? this way there will be fewer ghost-kds in the world...
+1 million to zero prov kds ceasing to exist.
The game has trouble recycling kds that hit 0 provs. I'm not sure if that was on the fix list on recent bunch, but I know it's a known issue.
