So if I pay 200% and my ME is 107.6. I get attacked few times ME rises to 118.1. Then, still paying 200%, it will first drop below the 107.6 to max out again at the 107.6? Had no idea. Thanks.

I think it takes around 2 days for ME to rise from 107.5 to 107.6. Yours was probably 107.4 before being attacked and had risen to 107.5 while you had GBP. It definitely shouldn't drop from 107.6 down to 107.5 as long as you pay your 200% wages each month.
200% doesn't seem worth it. 150% still gains you decent ME, and doesn't shaft your economy as bad, which is crucial in war
200% is pretty much always worth it, unless you are in eowcf or you are chained and have 0 income.

what is eowcf? and just to clarify to a fairly new- bie :) 200% wage makes the Me rise to 107.6 which is before any other bonuses like TG bonus etc?
I never put my wages higher than 180% depending on what race i play. With 100% wages i usually sit around 108.5% OME because of tg's and after raising my wage to 150, 160% i sit at around 118% OME

118% OME is decent...
I've got 122% @ 100% wages. 130% is a reasonable figure, and I am at Knight rank right now, so add in honor bonuses and 138% is much more easily achievable.
