Mill dont reduce costs by 99%?

Mills 84 24.9% Lower building costs by 74.85% (1.97%)

from the guilde:
Mills 4% 99% Decreases Build Costs (Max of 99%)

my BE is 100%
what is wrong ><

read up on diminishing BE... every 1% additional building reduces the effectiveness by 1%. So it takes 50% to max out at 100% BE

4% * 24.9% * (100% - 24.9%) * 100 = 74.7996%

are flat-rate buildings affected by diminishing BE?

Flat-rate effects from buildings are not affected by DBE.
Capacity effects from buildings are not affected by BE at all.
