hi - I was just wondering if all offensive thievery operations are sabotage operations...

or if they are just sabotage wizards?

I'm just confused as to the definition i guess

There's two kinds of thievery operations:
1. Espionage
2. Sabotage

Espionage ops are intel. Sabotage is everything else.

so if I want to steal money from a province it would be sagatoge - and I would have a +40% effectiveness as a human?

Yes and no. Yes if by effectiveness you mean that your thieves will grab 40% more than other races (other than Orc and ofc not above any hard caps), and no if by effectiveness you are thinking success rates.

A human has to send only ~71.4% of the thieves required for the same gains on all non-orc/non-human races.
