Don't release/slay specs/thieves unless
1. your army is at home and you have more than 115% of max pop
2. you risk losing your last few peasants
3. you release troops as soldiers and keep the soldiers so they desert instead of the troops your wish to keep.
Releasing under any other circumstances is just begging to get chained deeper.
