Anything below 500 BPA for any top 10 kd this late is pretty bad. I don't care how many wars you've had. I've had a few wars myself, and been in fortified for half the time OOW and still have 600 BPA.

I don't really agree, they're orc clerics and have had a decent amount of fights, I'd expect 300 BPA. Granted I'm not a huge fan of orc cleric, but it fits with their goals of fighting alot.

So summarizing: Simians have low BPA because they war a lot, they refuse to war at the moment because they war a lot (ref: prot) and are not ready. Their setup is made to war a lot. Yet I can bet that whenever some kingdom decides to wave them, they will cry and say they had a long hostile and was fireballed or whatnot? Let me also guess that whatever kingdom Simians are now waving or hostiling will also be blamed for any coming wave upon them. I'd say, the reasoning doesn't make sense. I also wouldn't consider this an active hostile since Simians stated they don't want to war. So it must just be a focused amount of randoms. Amirite?
