Draft Rates and BE Milestones for Attackers

Can BE be used as a primary indicator that a mature province is fully trained up? Are there standard draft rates--or narrow ranges of rates--differing by race, that are proven valid by experience and generally accepted? If so, I'd like to see a comparison of the attacker races, particularly Orc, Undead and Dwarf. I have been looking for a comparison of this sort here without success so far.

I'm particularly curious about how deep Dwarves can draft considering their BE bonus. I expect them to run a very high draft, but that seems to make them far more vulnerable to enemy overpop efforts. If Orcs stopped plundering/drafting/training and started seeking land targets at, say, 79% BE, when should Dwarves stop drafting?

    Any help will be appreciated.

Actually, overpop is harder to deal with when your peasant% is higher since the peasants are harder to get rid of than army.
