3. Lower NW kd can only declare + op 2 ticks later

Do you honestly think we're stupid enough to wave you in fort only to have you declare 2 ticks later? That's exactly what happened last war and it is really the only reason why the war was in your favor at the beginning. We had very low incoming acres waving into fort and you waved us back 2 ticks later and because your armies always came back just after ours, you could overpop us for 8-9 ticks whereas we could only do it for 1-2 until the armies on both sides started to get unsynced. You can whine all you want about not being prepared to war, but your handicap of being unprepared was well matched by the tactical advantage we gave you by waving into your fort (and also doing so at a predictable time).

Baka's 3rd term would have to be amended to "lower NW kd cannot be in fort when being waved and can only declare/op 6 ticks later". Even then, you're a fool for thinking that we'd let you pump for a week when you can train elites and we can't.

Stop pretending like you're good. Your bravado is really just +30% orc gains speaking. You leveraged your racial bonuses well last war. Now watch us leverage ours.

Come on guys... lets work out the terms for a fair Round 2.

1. One week notice for both kds
2. Higher NW kd waves first and must give button
3. Lower NW kd can only declare + op 2 ticks later (Higher NW kd must be in Aggr, Lower NW MUST NOT be in Fort)
4. Any one kd gets hit/waved by another kd then notice is extended for the duration of that hostile

Lets make this happen boys!!
