Whats ur tpa/wpa? It should be mandatory for every province in the game to run at least 2tpa, 2wpa, and WTs if youre not a thief. If youre a merchant, i would recommend having atleast 2.5wpa. If youre not close to these numbers then youre province is simply built bad, no other way to say it. Good luck.

True you don't need to pay wages except the tick before you attack, but you will lose OME/DME if they go unpaid on other ticks.
