If you have a province already, then you must keep the province as is. However, if you delete/abandon and wait 24 hours then get invited in you can create a whole new province with your desired name and race/personality combo. Also, you can buy the credits to do a reset on your province. It's 10 credits to do the whole reset or 5 credits to just change your name.
