Yes, top kds hitting provinces who can not retal them is common practice. If you do not want this to happen to you, you need either have a better kingdom or run a better province.
There is always the course of razing in retal of suiciding, this does not affect nw range althougth the kingdom that went for free easy acres might get pissed.
Generally cheaters are just another form of talentless or gutless playing style and are best to be without.
