Avengers comment is pretty much all you need. But remember that it takes a few days for it to go up to 1.076 ME, so don't put it low and then switch it during war or else you won't be maximizing the benefits.
It's typically always worth it to run 200% wages.

Only time i didnt run 200 percent wages last round as und merch was when i was in eowcf or when i was "overpumping", as in i already had about 120 opa at 100 percent wages and wanted to draft an extra 5 percent or so up to 80-85 draft. Other than that i pretty much always kept 200 percent wages.

That percentage increase is on a curve. That means you get the most bang for the buck at lower percentages. If you get hit, it goes up anyway. By the time it decreases, 200% probably has kicked in. So, if you need the money, running 180% pay rate oow is a reasonable compromise.
