It depends on the war and the situation. The best way to win a war is to properly analyse the situation and make the right decisions yourself. Relying on one single strategy for every war is a good way to lose wars.

activity first, then some strategy. The best possible strategy will fail if you aren't active enough!

That being said, chaining is only effective if you do it properly! If you can't take out the prov(s) with a single wave, then there's no point in chaining IMO. You don't want to have to spend 2 waves taking out a single guy.

As already said by others, there is no generic "best strat" how to win a war -- since it'll be affected by a ton of different factors like your own (and your opponent's) kd setup, your specific goals (force the other kd to surrender? -- or just "hit and run"?), etc.... aside, it's not only about max gain or chaining -- be aware that there are also some possibilities to compromise between both strats: as for instance, semi-chain to push a couple of your opponent's provinces down a certain acre (or NW) barrier, etc.... or even situations which demand a complete different approach -- like organizing a bounce-wave on a unbreakable province, massacre-wave thievery or magic based provinces, etc etc etc.....

.....and, yeah, as pointed out by other people as well: even the best strat in the world isn't worth too much when you don't have the activity to live up to it.

25 orcs vs 25 orcs. Same NW / Same acres, Same activity. Ruby Dragon on both. No ops form either side.

What would win? Chaining or Max gaining.

Putting aside the fact that such a war does not exist:

If both sides want the war win, you deep chain. If both sides just want to gain acres, you max gain and try to get your waves timed ideally for a min time withdrawal. If one sides wants the win and the other sides just wants acres, the kingdom that wants the acres max gains and withdraws at min time, so both sides get what they wanted.

....and, still, there are a couple of other variables which will heavily affect the outcome of such a battle: as for instance, target selection or whether the chains are performed "in the right order" (hitting from top to bottom to maximize gains and damage), etc.

This, how well the chain targets are picked determines war winner.

yes seams useless to chain the most active people and the most inactives aswell, the semi active is the best bet since they can't recover and is active enougth so that takeing them out means something, that is atleast on ghetto level.
Chains are good if you are outnumbered or outclassed while max gains are good if you count on beating the opponent by force and activity, of course if one side use chains the other must follow or end up with to few attackers.
