As it stands TMs have no beneficial retalitory action against a learn attack. What if a new op was created to steal books back? To prevent abuse it could be designed similiar to propoganda. Make it very difficuly and stealth expensive, maybe War only. It would randomly select a science and steal a % of the books, which would be transfered to the same science on your province. The books would go into your research schedule so it wuld take the usual 24 hours to learn. Thoughts?
Amnesia (if you have it) is your retaliation and schools are your protection. Typically TMs do not need another way to get science, as they have plenty of time to acquire it.
