Best tools for targetfinding

My KD is hopeless at sharing intel for random grabs so I'm looking for a good target finder. Since I last played it looks like Utopia Angel's target finder has been taken offline. I found this one through a google search and it looks pretty good but I can't tell how fresh the data is.

Are there other tools available that might include intel showing who has sent out troops?

Depending on how its data is gathered, the person maintaining it could be breaking the rules, but using it certainly doesn't break any rule that I know of.

Edit: Yeah I use that finder too. I tried to find a plunder target today without it. I spent 65% of my stealth on SoTs before I found a suitable target.
