Not so easy, because those ghettos can not be reasoned with. Obviously they do not care about charts nor about being razekilled. So you are left to killing off their best provinces one by one, but they will just reset and come back again and again. Obviously once you have managed to put most of their kd in green they won't have too much fight left in them, but should you move your focuses elsewhere for a bit, they will find time to build up their provs more proper again and it would all start again. And forcing them all to quit utopia all together seems like a rather unlikely event, but I quess you are trying.
