That makes senseThis depends on situation and setup. Also take into consideration if the KD really wants to war or not.
Waving a KD that says there wont be war and try to force war means it will take a serious amount of time to reach war if you get it at all. Also consider if you are the agressor to not go into fort stance to slow down the other KD from declaring you. Its more or less counter-productive if you really want war.

Aparently 98% of the server are ghettos. Decent majority right there.
I agree with Bishop. Sending messages was not obligatory, but it was normal. I remember we had lots of fun with that in my first small unorganized kingdom. We would send very formal silly messages asking for war and the other kingdoms gave us excuses not to war. We even started feeling strong after a while...:D
It saves a lot of time to ask several potential war targets at once than trying to wave them all one at a time, especially if you are trying to stay around a certain size. many of the more "hardcore" warring kingdoms try to stay small so they can war less organized kingdoms. This is very difficult if you keep waving folks that just dodge you.
With that said, my kingdom had a "warring" kingdom chase after us for half the age last age (That is NOT a exaggeration) They never got their war with us. We ended up with more wars/war wins than they did. (Not to mention a much higher Land and NW position)
It's really all in how you want to play. If you feel it's easier to try to "pick" a fight, then do that. It CAN save a lot of time to just send out 10 messages and hope one of them bites though. Much better than trying to wave 10 kingdoms and end up getting opped by all of them.
