I am just trying to find out how I can keep my BE high? I have my science up to 5% already. BE is down to 85%. I want to keep it as close to 100% as possible this age.

The only ways you can increase BE at around 100% as long as possible (only outside of war if attacker) is to get number of peasants to 'Workers Needed for Max. Efficiency' number or as close as possible. Some ways to tweak the province on improving BE are as follows.
- Add Homes (Decent for T/Ms but not attackers)
- Invest in Tools and Housing sciences
- Build Dungeons if Attacker (Need 2 Prisoners per job but won't overpop as fast)
- Reduce draft rate to gain some more peasants (bad idea as this will make you a target)
These are the only methods to raising your BE long term.

100% BE doesn't mean you are doing things correctly. There are plenty of reasons that your BE will drop below 100%, such as pumping for war, loss of peasants in war, loss of land from attacks, changing alot of buildings all at once.
A province that has 100% BE all age (That isn't Dwarf) is a province I will be hitting as much as possible all age.
Don't worry too much as long as your BE doesn't drop too far below 80.

faeries usually run around 75-80% BE. At least they do later on in the AGE to maintain higher DPA
The average BE % for anyone is generally around 80% unless struck by a Gold Dragon.

I just tried 70% DR these past few days, and scratched enough income to train 1 thief per tick. Barfed and decided to lower DR until my science kicked in.

that might get you to 100 BE but you'd only have few buildings that would benefit from it which defeats the purpose
