SoT Changes?

I thought that you needed to send 10% thieves for accurate SoT...I'm getting a reading that says 86% accurate. I then send over 20% and get a reading that says 96% accurate...is this correct? This was an in Kingdom SoT during a EOWCF

No change. The -75% penalty from eowcf / in-war applies to intel ops also, like SoT. Just as you need to send ~4x more thieves to reach the gain cap on sabotage ops, I think you also need to send something similar to that ~40% to get 100% accurate SoT.
