Declare war

The situation is the following.. We had 60 hostility points, the opposing kd had 58.. And of course they had the button to declare. After the decay we ended up having 50/50.. Further decay is 42/42.. The point is that we can't declare war, does the opposing kingdom still have the button?

Presumably not.
You can always give it back to them, though.

When hostility points are equal on the meter, neither kingdom has a button to push.

No problem, you'll need to hit them again to have a button back. If you max the hostile meter they'll have to choose between actually warring you or getting farmed out.
