Yes. Defense broken x 0.0055 x relative nw of target. Not sure about building credits. I think it has something to do with how many buildings they have built also.

This is incorrect.. Spec credits are not positively effected if your opponent has higher nw than you.
Actually it probably maxes at 0.9 to 1.1 relative nw, just like other stuff.
So for defense specs i would speculate:
Defense broken * 0.0055 * Province Networth Factor (from guide)

Where it would have similiar caps and min gains when PNF is 0.


For building credits i will go with the general line noted here:
Land capture * 0.55 * Relative NW
