Change to CF and Hostility Meter

I think when a CF is put in place, the accumulated hostility points should not be wiped clean. Instead they should be suppressed. In this way no actions requiring relations would be possible, and the points would continue to decay as normal.
If a KD breaks the CF the hostility points they have accumulated are reinstated, but the other KDs are not and instead cleared.

its a good idea.. i believe the intended motive is to stop KDs from abusing CF and bullying smaller KDs right..? but why dont we just extend CF's minimum period to 4 days perhaps.. so once accepted, KDs are motivated to move to another target..
