Something like halfer/war hero or fae/war hero
With the loss of 2x dbe TD for rogue, they strike me as having a role in doing ns/riots runs that there is not really a counter to.

The halfer war hero you propose is mentioned in floggers Ultimate Strategy Thread, and you're estimates are correct. - This virtual kingdom is for game reflection. In other words, here I follow each personality and race from a straight archetype perspective. As you've discovered it's merit is in comparing alternative build leverage. ;-)

So far it's been a cleric dwarf and faery I've dipped my toe in thus far age 59. With a war under my belt as dwarf I have experimented with zero hospitals and only built GS in war. I find the combination fragile compared to undead which is no surprise. The free build is nice, but restrictive if you accelerate build like I do.
- But why cleric? It's plain to see cleric is the pin many kingdoms swing on. My experience in the build may be cornered by where I've served, but my purpose is to see the worth of the games races in the cleric guise. Cleric is this game, by it's ratio, and by the builds I encounter are what I think is too much of a good thing. Commonly miscast as a do-all with little consideration for enemy fringe capability. I for one find great value in the warrior and tactician for the same reasons I find a guitar and a drum kit complimentary to a bass. The cleric is your bass btw. You can play songs and get rhythm, true. But you can't match the melodic freescape of the tactician or the impact of the warrior.

Now with a 4/4 record and the chance to observe some archetypical builds. The Orc war hero, though not used as a concentrated killer, still is formidable in his surroundings. Hybrid elf mystic hasn't fully used his capabilities but also has shown impressive growth. We've included a pair of undead I'm eager to observe. As expected, even in warrior guise the undead is sturdy.
- All I've seen still reinforces the archetypical builds. There's not an avian tactician to be found or a tactician for that matter. Very underused. Intel is still a reluctant mistress I'm curious to see. Even in as solid a kingdom I reside, the tentative willingness to gather intel exists. Durability for a clearer view of battle? In this virtual kingdom that is 3 provinces out of 25. A thorough intel doctrine by tacticians followed by competent tpa provinces, in my mind, provides strategic leverage.

The change was made to get better efficiency from tactician intelligence. In playing dwarf I've found it easier to run a higher elite count opening population to higher tpa. The avian gets perhaps a needed rest but enjoys faster training ergonomic to the Birthrate bonus. Additionally, avian now has this strength unfettered by dragon or plague.
I may integrate personality and race to better suit each division. We shall see.

Commentary on Teamwork: the darker side { - so we have actives who were chained and inactive eowp. They don't grow. The team hangs on to resources to help. Oow the team gets plundered, loses troops, must retrain. Inactive reappears to now grow slowly in hostile war pending circumstances.
* the lesson is that no matter the value of your (in)actives, the whole is best served by taking care of the actual actives. This is no slight. RL happens, maybe chaining hurt ones will to continue, etc. - the inactive must respect the team and be left behind. The team must respect itself and do what's best for kingdom progress. If I'd seen this once I've seen it too many times. It's integral to morale to communicate this clearly to all who share in a kingdom. *

The next step is to extend the scope of the possible combinations. This is to make the kingdom more inviting to players who may have a particular grasp for certain aspects of a build. Again with 3 divisions of 8 provinces, the alignment is for simplicity not to dictate battle array. We will start with the archetypical to summarize :

- Finally, it should be noted that these are not ideal to the cause unless we consider activity. The variations that are not optimum are more about the player, and we want players. Whereas I feel 3 orc warriors are vital I know some enjoy playing offset. So these are my twisted versions; the ones I've seen in Utopia.

Finally we have to assign that 25th province and designate monarch. For pure entertainment sake I'd go with faery warrior. For practicality I'd go faery war hero. Again, the spell book is a big influence.
My take on dealing with enemies in hostile is a factor as well as in war. It occurs to me mystic is the most popular faery personality and no denying it certainly deserves a look. But I should clarify that we are not choosing these possibilities based in ideals of unbreakabilty. we're looking at a marchable faery that can exchange at the bottom if necessary.
Spahrep has explained an approach to running merchant that offers a sound alternative to our built in prejudices of how a faery operates. I may have to consult the oracles based on how the 25th fits in this Virtual Kingdom.
