its all so situational. chains usually only work if you have attackers who follow orders and hit around the same time.

I thought about responding, but then I remember that it was like responding to someone in a ridiculous mascot outfit in a serious tone, and do I really want to waste my breath (or finger strength) getting mixed up with that? Besides I was going way off topic and rambling about things that were not particularly relevant.
To answer the OP question - not really, most kingdoms at least pretend to chain. Or pile hits on 1-2 targets mindlessly and hope it sticks. You'd have to be more specific, hitting to cause overpopulation and using chaining are not synonymous... chaining specifically means ordering hits by networth so that most people hit around their networth as much as possible, and massacres should be chained just like landgrabs. Nor is hitting for maximum gains the same thing as hitting the best immediate target for damage, as hitting a target with empty acres and little defense is mostly worthless.
Hitting the same target to an arbitrary acre size or percentage of their acreage is called "a total waste of time" and misses the point of using chain tactics in the first place.
