There's surely more than meets the eye at play here, as long as Havocs bank keeps the NW range proper, which they seem to be doing as despite the ma bank being 2k acres bigger, the havoc bank has higher nw, they can recoup the acres at some point, perhaps going for the sci/wpa edge to more effectively damage the MA bank?

There's no way they are just repeatedly making the same mistake for no reason whatsoever
