It is -30% wpa and -30% tpa. Due to poor coding, the -30% wpa doubles as a 30% autofail on all spells including self spells. This is the same coding error that led to humans having autofail on ToG/Dice for allthe ages they had -WPA nerf.

poor coding or that is how magic effectiveness mods are supposed to work. would be clearer if the devs released what the odds of landing a spell are supposed to be. i assumed it was a modifier to the probability of landing a spell
It is poor coding, as they said repeatedly that the -wpa nerf did not affect autofail...until they finally looked into it and saw that it did. The only unknown thing is if +wpa gives some type of autosuccess.

clarify the magic success rate formula and it would make better sense.
also clarify whether elf and halfling bonuses are the same thing as +effectiveness
right now both bonuses are too vague to be understood.
+ success or + effectiveness bonuses mod your spell success rate is all. The same way your wpa mods them.

but how do they mod success rate?
Based on Bishops post, success rate is essentially (but not fully) a function of relative wpa. Accordingly, it mods success rate as if you had the equivalent wpa without bonus (all things equal). That is, it does not function directly on the success rate (i.e. success modifier) but on the underlying variables (i.e. wpa modifier). While there are other variables involved in determining success (e.g. nw and/or size, relations), I see no other possible interpretation.
i want to know the exact percentage chance of landing a given op in a given situation. +50% effectiveness is what?
when you have double your opponents mod wpa and fail 6 times in a row to cast pitfalls theres something wrong with magic
