new kd

I'm looking to join a kd for next age. I am extremely active, knowledgeable and experienced as tm/attacker/hybrid. I'm looking for a kd with good leadership, 21 province or less, upoopu as data store, and an out of game messaging system (irc, whatsap, not Skype). if its IRC... I have never used it and am not totally sure how (is there an ap for it?).
