    seems multiplicative to me

    Then is the Gold Dragon an additive penalty, but everything else is multiplicative? I watched a province at 64% BE go to 39% BE with a gold dragon on them. If the penalty is -25% and multiplicative, he should've had 48% BE with a gold dragon, not 39%.
