Ok so we are going to war with a pure T/M kd, most have 3 TPA plus, 3 WPA but defense and offense kind of low except some which some. What would be a good way for our kd mostly attacker, A/T and some A/M, to take the other kingdom out?

Lots of Sapphire Dragons, and chaining down their T/M's one at a time. Or even max gains would work if their defense is as low as you are claiming. They don't sound very good.
Also, if their offense is low enough so that cannot break you, that is good as well.
actively build your defenses and bump all of your watchtowers to 20%, with the reduced thief den effectiveness, their thief losses will be high
