I have some back and forth retals going with a KD, There KD is 4X larger than mine. If we hit each other until the war meter is in War, can there be a war?

Yes, once the hostile meter reaches 150 points on both sides, war will automatically be declared.

actually this is the rule i think. its just put in words poorly. this rule here says a kingdom may declare war if its target has either 75% of its nw (for the bigger kd) / 133% of its nw (for the smaller kd) or if the maximum hostility lvl is reached. which is 150.

Notice the "or" in that sentence ;) Either one kingdom declares, or war gets auto-declared when meter reaches 150 on both sides
