You need to send 40%+1 for opping oow, 80%+1 when both you and target are in war, 20%+1 opping out of or into fort and 40%+1 when both you and target are in fort

Eh no, being in fortified yourself does not reduce the efficiency of a SoT (or any form of intel), only in/out of war make you have to send 40% thieves. In all other cases, 10% is enough.
Mind you that the science pionts and building # of acres are correct with 10thiefe intel also, no matter if you op in/out of war
Contrary to what the guide/wiki suggests, you actually only need 33% thieves for full accuracy into/out of war.
