It's not quite that simple. A 'Heavy Attacker' wants to establish a certain off:def ratio that allows them to multitap, while not being multitapped as hard themselves. Let's say, for example, that your heavy attacker wants to have 100 OPA and 40 DPA. That'd be let's say 10 DSPA and 14.2 EPA for an orc/undead, before any modifiers. If you have 50% build space to put in buildings to generate offense, you can easily go with 20-25% TGs, per your post, and have room for either forts or stables or homes, or a mix of the three.
If you you can generate savings of 1 DSPA (i.e. if you can train 1 more EPA) by using 10% forts instead of 10% stables -- you net-gain 1 OPA, and it is less exposed to ops. You have generated a net-gain of offense through the use of forts.
