are you in eowcf or fort?
He is in eow cf. It gives -30% troop cost reduction. Its worth noting fort gives -25% to help you save money oow.

750-30%=525-17%=435.75/Ogre
And YES, that is hella cheap for an Orc Elite.
Count yourself lucky and be grateful!!
P.S.- in Fortified Stance your Ogres would be about 467 gc each, with the same amount of Armouries.
