A 4-day chastity is roughly equal to a fireball, except that chastity does not reduce peasant count and can't be repeated.
It's a useful population control tool but hardly unbalanced.

Chastity is useful for some situations, but it is also overrated.
Consider a target was fireballed to 1000 peasants. If you cast chastity on him, you are only denying him of about 20 peasants per tick.
The damage it's going to make on that province is very low.

So if your kingdom correctly focus fireball someone before moving to next target, than chastity is not that important.
On the other hand if you have many targets you are trying to fireball, then keep some of them on chastity while focus fireballing the rest is smart.

Another thing to keep in mind is that m/s is sort of like chastity.
Since m/s is strong enough to kill the peasants that are born every tick. So if you keep m/s on a fireballed target you can rest assure he won't repop, while losing military. So theres no reason to cast chastity on him.
