But I am running 20% and am at 32.01% not 40%. Is the guide up to date or is this bugged?

Looks fine to me.
It's immune to BE, it's not immune to DBE (diminished building effects). The more you run of a building, the less effective they are.

Palem, that formula... do all buildings have an average efficiency of 80% when you've built 20% of them? Do the effects diminish linearly?
It's only for %-based buildings. Here's the effects formula from the wiki:
Percentage Based Buildings = Base Effect * BE * % of building * (100% - % of building)
the last part is the DBE factor. It's always the % complement (20-80, 30-70, 1-99, 50-50, ect), so yea, it's linear.
