Looks like you're grabbing intel OOW. You need more thieves to do that.
You are either inter-kd gathering Intel, or doing it outside while at war.
Your oppo will be at 10% thieves.
Your own kd and an outsider will not.
Think it's 33-34% thieves to get 100% that way. Around that anyway.
Nope inside war and just over 10% of thieves used in the op...5120 thieves sent 520 thieves... and intel at 83% accurate still
