How have you used massacres? Do you only use them on T/Ms?
They can be useful on both T/M and attackers.
Chained attackers have massive wpa. It's helpful to kill some of it off verses another couple of 5 acre grabs.
I've been in a couple wars where they surrendered shortly after we started massacring chain targets.
Dropped the mages, they would attack also, let them gain some land back and start in on the massacres. They stop attacking quick.
Same as Palem said, use spare generals to massacre chained attackers (after they released all they had to release) so they cannot do any harm via FBing or LLing back.
Massacre is fairly effective at opening up attackers who cannot be efficiently landchained, or that already have fairly low defense.
Massacre chained attackers can work, but the only thing massacre destroys there that is worth destroying is wizards. Still, it's usually cost effective due to how little offense is necessary to break.
Massacre and NS/Nado/etc work better than landchains for destroying attacker offense, which is what you would really want to do against attackers rather than landchain all of them. The obvious exception would be overpopping someone to the point where they are forced to release offense.
There are alternatives to destroying the wizards of a chained province in order to stop LL + FB, like rune control or having your big provinces built as spellcasters in order to defray most of the LL+FB that would be cast.
Raze in war on the other hand is almost completely useless. The only thing I could see Raze being useful for is for heavily overpopulating a target who can't rebuild their acres, while removing any offensive or defensive infrastucture which would be useful for a chained province. Min gains on a province is removing about the same max population as a raze, provided the razed acres cannot be rebuilt and there buildings left to destroy. Getting rid of a chained provinces' barracks, tg, and gs is probably useful in the short term.
Also consider that using raze will mean that smaller attackers gain more acres, so from the perspective of the bigger provinces, using raze instead of trad does not sacrifice so much acre damage, so long as you can calculate how many hits are landing on a target and can assure the target is going to down to some really small size...
