no.
you need 12.5% with FL active to break even. Would recommend more.

I'm pretty sure last age started with 10% farms, 25% banks, 10% guilds and 5% towers. Am I wrong? Where do you get your homes from?
Hmm i don't remember. If there are no homes then stick with 12.5. You need 15.6% mod farm production with no food/pop modifiers

Base food consumption is 1 bushel per 4 peasants.
No one starts with homes in prot any more.
The answer btw is around 11-12% farms with FL active and 26 population/acre, hovering between 110-115% BE. Given that food is common oop to steal/aid and food sci is a high priority for dwarf, that should drop to 10% early
You need 25*0.25=6.25 food per acre on a normal prov. A farm produces 70 food@100 BE. therefore you need 6.25/70=0.0893 farms. Dwarfs need 175% of that corresponding to 15.63%. Exactly 12.5% with FL active. Divide by expected BE
