never mind- it appears I was maxed out on military - I believe setting the draft rate higher will fix that. :-\ I hope.
are you trying to change wages? wages can't be changed in protection, but draft rate should not be a problem. the draft% has to be set above your current draft rate to draft soldiers, and with new protection everyone starts at around 57% draft rate. set it to something higher than that in order to draft troops.
