It means exactly that - the ratio of tpa to tpa determines the base success rate of thief ops.
Typically a 4:1 tpa advantage is necessary for consistent success on most ops, 3:1 for easier ops.
Is it straight up tpa ratio for op success? Using your example of 4:1 tpa advantage, 4 success for every 1 fail, or is it more complicated.
I wonder why they make the calculation rate known for attackers but us thieves are left in the dark? I want some solid factual math about how many more mod TPA thieves I need to have to get say 99% success rate.

Yeah, even with formulas I was eyeballing attacks 4 ages ago. I stink at math and I saw guys with formulas bounce.
