Yes. Conversions are tied to gains. Less gains, less conversions.
It would gie less converts than 80% of normal actually.

I'm already not encouraged to always use it because the base gains are less than the differential from the hours I'm subtracting. I hardly need more discouragement than that - overkill.
You miss the point that +/- hours is meant to help manage schedules, not to give advantage in gains.
No, that's not what I said. I know that the subtraction of hours is LESS than than the gains removed, meaning that staying at 0 hours is most productive - and I know it's about managing schedules. I just think that additional nerfs beyond the already-nerfed gains is unnecessary.
does ud merchant give higher conversion rates since ud hits dont give spec credits (unless i'm mistaken)

You aren't getting it. If you reduce time by 20% and reduce gains by 20% and reduce converts by 20% then you have absolutely no disincentive to not ever use time reductions. The additional nerf to converts is to stop it being advantageous to not gain and much land but gain similar converts.

That's not what I said, though...
Say the time was reduced 20%. To me it makes sense to reduce gains by, say, 25% (for example), across the board, because of what you just mentioned. I was asking why anything additional *beyond* this 25% would be necessary in other categories (say 30% for honor, 40% for Elite conversions...). If you already have a nerf (25%) that is bigger than the time reduction (20%) across the board, then it seems to me that the impact has already been resolved.
No, it isnt resolved. When gains = converts the disincentive is weakened for undeads.

But then the disincentive is becoming race-specific - I don't think that that's the point of the disincentive.
The disincentive is race aware, not being so would be silly.
