Can anyone please tell me what "Immune to Income Penalties" means?

Does it mean Riots (income by 20%), Greed (Increases military wages by 25%) and the dragon (10% lower income ) do not have any effect?
Is it just the dragon and Riots that do not have effect?

Greed is a wages penalty. That's why it's not included.

Riots due to housing shortages from overpopulation are hampering tax collection efforts!
