how to change province name and how much does it cost?

It's in the shop. It's called "Rename your province". Costs 5 credits.

Edit: While I'm on the subject, why is the formatting broken for that?

Last I heard you owe someone 22 credits for gifting your little farm KD there to send a new invite.

You're probably better off paying off that debt before contemplating spending your credits elsewhere like changing province name.
