Yes, because everybody lives in the same timezone and the rest of the internet will hurt their business by following German rules.

I doubt they understand what internet is :P
This is my province. There are many like it, but this one is mine.
My province is my best friend. It is my life. I must master it as I must master my life.
My province, without me, is useless. Without my province, I am useless.
I must attack hard with my province. I must attack harder than my enemy who is trying to pk me. I must pk him before he pk's me. I will...

This is probably a way to protect and promote real world porn shops. Germans like to keep everyone employed. This way workers can sell porn to kids during regular business hours. The workers go home at night so there is no need to ban adult e-books after hours.

When I was a kid and in Germany we bought beer and cigarettes at gas stations. The grocery stores had to close at 6:00 P.M. because they wanted to protect small shop owners from competing with big stores.

Well, when they say "hey we'll drag you to the courts and have you banned throughout the eurozone" and/or seize your assets within the eurozone etc most if not all of the major retailers will listen, because it's simply too much of a hassle not to, and not listening can have huge financial reprecussions if the government decides to go after you.

No they just want to protect the single reclusive business man. He deserves a living wage keeping that shop open in the ally near the dumpsters.
