The biggest KD in utopia helped, then a very friendly KD agreed to war them, the terms being that said KD removed the teamkiller before the real war started.

That would be extremely inefficient with in war raze being what it is and all. So I'd assume they are killing pre war and then declare like meep said.

Maybe I give them too much credit. But one side razes seems illogical for any kd in the top 150 so that excludes 12 kds ;)

It's not agreeing not to hit a province, it's just agreeing TO hit a province.

If you're in war and you're not in EoWCF, no one is allowed to agree to not hit anyone else. That's abusing the stance. Why do you need protection from the rest of utopia to remove a province? That's nonsense.
