As far as the tolerance thing, the point I'm making is that a province that say logs in and follows orders, but doesn't communicate, might not be ideal, but it's better than a slot filled by an inactive that's adding absolutely no value to your kingdom. Whereas in your case, a province that's entire existence is dedicated towards causing diplomacy issues is actually worth less than an inactive.
