When I served notice to them, it doesn't mean war right. It just means I can start hostile act or even to the extent of not doing anything . Or am I wrong ?

Exactly Justice. A notice DOES NOT indiciate a war is intended, jist that hostile acts are permitted again.

Usually thats how they roll in the top, obviously dont have to be. But if you dont have any intention of hostile acts toward said kd why would you notice them to begin with then? Then its just becomes a stupid move, you piss of an enemy and diplomatic relations will be strained and the fact that they will most likely hit you anyway.
